Abstract

Bureaucratic transformation and the dynamics of the strategic environment require public sector organizations to strengthen human resource capacity through learning systems integrated with organizational objectives. Corporate University is a strategic approach to aligning employee competency development with organizational vision, mission, and goals. This study aims to analyze the internal and external factors influencing its implementation and formulate development strategies at the Human Resources Development Center for Apparatus, Ministry of Energy and Mineral Resources. A descriptive quantitative approach was employed, involving 56 respondents engaged in competency development and Corporate University implementation. Data were collected through a Likert-scale questionnaire and analyzed using strengths, weaknesses, opportunities, and threats analysis, including internal and external factor analysis and strategy formulation. The results show scores of 3.90 for strengths, 3.81 for weaknesses, 4.26 for opportunities, and 3.70 for threats. The analysis places the organization in Quadrant I, indicating a growth-oriented strategy. The recommended strategies include optimizing digital learning, strengthening a continuous learning culture, enhancing external collaboration, and improving Corporate University governance.
