Artificial Intelligence as Decision Support System in Civil Servant Competency Development: A Conceptual Framework and Policy Analysis for Government Human Resource Development Institutions. Public sector digital transformation has moved beyond administrative digitization into the era of AI-augmented decision-making. Artificial Intelligence deployed as a Decision Support System (AI-DSS) offers a fundamental opportunity to revolutionize civil servant (ASN) competency development—shifting from reactive, experience-based approaches toward predictive, personalized, and evidence-based models. Government HR development institutions such as PPSDM Aparatur are strategically positioned to lead this transition. Yet AI-DSS implementation in Indonesian bureaucracy faces structural barriers: inter-agency data fragmentation, limited technical capacity, regulatory gaps in algorithmic governance, and urgent demands for transparency and accountability in decisions involving civil servant data. This paper proposes a five-layer conceptual AI-DSS framework grounded in the human-in-the-loop principle, supported by comprehensive policy analysis of digital infrastructure readiness, data governance, and human capital development, alongside a benchmarking of three reference countries. Recommendations center on a pragmatic four-phase implementation strategy calibrated to the realistic capacities of Indonesian government training institutions.
