This study analyzes a vendor selection model based on Multi-Criteria Decision Making (MCDM) using a weighted scoring approach for construction procurement. The dataset is drawn from a simulated ERP workbook of the Balikpapan–Samarinda toll road project, covering project estimation, negotiation scenarios, vendor evaluation, execution monitoring, and closing validation. The core problem is how to select vendors objectively when procurement decisions must consider not only price but also past performance, legality, location, and responsiveness. A quantitative descriptive approach was applied through vendor screening, final score assessment, negotiation efficiency analysis, and post-selection validation against monitoring and closing data. The results show that 5 out of 7 vendors passed the screening stage, giving a pass rate of 71.43%. PT. Aspal Nusantara obtained the highest score of 87.3, followed by CV. Beton Prima with 86.0 and PT. Baja Konstruksi ID with 84.4. The total final contract value of selected vendors reached IDR 135.40 billion, with negotiation savings of IDR 2.17 billion or 1.58%. These findings indicate that weighted scoring is suitable as a transparent and measurable vendor decision model that supports project cost control and procurement accountability.
